台灣到2020年將邁入高齡社會，預計2030年日本、韓國、德國、瑞典等國家都將邁入超高齡社會（老人佔20%）。台灣未來的人口結構，2060年，15歲～64歲的人口比率將從74％下降到50.8％，減少約500萬人，65歲以上的老年人口則從12.5％上升至40.6％，我們在未來都將面臨嚴重的勞動力短缺，加上近年產業結構的變遷我們應當如何看這樣的問題呢？
